HIPPO Foundation

"Le développement de la petite irrigation à l'aval de Mopti a été handicapé par le coût élevé de pompage de l'eau." Dramane Arby of the NGO Hari Goumo ("Affordable Water"), Timbuktu, Mali, 2002.

 Mission

The HIPPO foundation was created in 1997 to promote the availability of affordable high-efficiency irrigation pumps. The emphasis is on the low-lift pumping conditions typical of small-scale irrigation along major Sahelian rivers, such as the Niger in Mali, West Africa.

 Objectives

The objectives are to help validate the following HIPPOtheses:

  • Pumping costs in community-based irrigation schemes along the Niger River can  be reduced from US$ 300 to less than US$ 150 per hectare per season;

  • Irrigation pump marketing in West Africa is inefficient by international standards and can be improved;

  • The establishment of rental services of cost-efficient irrigation pumps is an effective way of promoting self-help irrigation development by resource-poor farmers in the Sahel.

 Activities

The main activities of HIPPO are (see also the main navigation bar at the top of each page):

  • Collaborating with the local pump rental initiative HariGoumo ("low-cost water") in Timbuktu, Mali, to carry out  cost-efficient field studies on affordable, low-lift pumping;

  • InfoService: collecting, exchanging and diffusing technical, economic, commercial information to help develop the capacity for assessing low-lift irrigation pumps. See also the copyright notice;

  • Developing a framework for optimizing the selection of water-lifting equipment and establishing a database on pumpsets and accessories. See PumpSelect;

  • Publishing on-line accounts of action-research and other information related to hippo and its cause in  "HIPPO Perspectives";

  • Identifying and providing opportunities for funding and applied research in the field of affordable, small-scale, low-lift irrigation development in sub-Saharan Africa.

 Achievements

Since 1997 HIPPO has:

  • Conducted a worldwide survey on affordable, low-lift irrigation pumps with an emphasis on products from China, India and Turkey;

  • Procured 2 pump models from India and China, of which one has been monitored under field conditions in the village of Kakondji, Mali, since 1998;

  • Developed and maintained its partnership with Hari Goumo ("cheap water"), a local NGO that promotes pump rental for farmers’ associations in Timbuktu, Mali;

  • Presented articles at international workshops on smallscale irrigation development held in 1998 and 2001 in West Africa;

  • Not received one cent of government money. HIPPO is supported entirely by the generous donations of individuals, corporations and charitable foundations;

  • Developed working relations with the World Bank, FAO (IPTRID), the Practica Foundation and ARID, a small-scale irrigation network for West and Central Africa.
